Pinehurst Planning Session

“There is an interest in developing in your community,” said Bryan Wright, founder of Town Planning and Urban Design. “If they don’t come here, they want to land close to the village.”

Nearly a year after kicking off the process, a highly anticipated first draft of a new comprehensive long-range plan for Pinehurst is set to be unveiled this week.

A community open house will be Monday and Tuesday at the Fair Barn. This will be a “drop-in” event in which residents can talk with the consultants hired to help prepare the plan and offer input.

“We invite all residents to come see and hear the recommendations from our consultants, Town Planning and Urban Design Collaborative, as we strive to both shape our future and honor our past,” the village said in announcing the event.

The hours will be noon to 8 p.m. on Monday and 8 a.m. to 4 p.m. Tuesday. The same information will be presented both days. Copies of the full draft plan and excerpts of key plan components available for public review and discussion with staff and our consultants.

The village will also post a copy of the draft plan in the Envision the Village website and accept online comments and input for four weeks, according to Assistant Village Manager Natalie Hawkins.

All of the input will be taken into consideration in finalizing the draft plan, which is due back by Aug. 30 and will be presented at a joint meeting of the council and the Planning and Zoning Board in the fall.

Hawkins said the village staff will have a month to review recommendations, and then it will go through public hearings and reviews by the Planning and Zoning Board and the Village Council, which will have the final say in adopting the plan in October.

The plan will replace one adopted in 2010 and will address a wide range of issues, including growth, traffic and transportation, housing options, design standards, parks and open space, and other issues. One of the functions of the plan is to guide decisions on future growth and development.

The long-range planning process kicked off in June 2018, with more than 200 residents attending an event at the Fair Barn. The big question that emerged from the kickoff was deciding how much growth is enough, and where it should and should not occur. That August, more than 200 residents took part in hands-on “visioning” sessions to begin identifying key issues and concerns.

A weeklong “Planapalooza” took place last fall with a number of opportunities for residents to provide input through hands-ons sessions, workshops and one-on-one discussions with consultants.

The quality of new development, traffic congestion, stormwater runoff and preserving trees rose to the top of issues Pinehurst residents are concerned about as the village looks to chart its course for the next 20 to 30 years.

Other major areas of concern: improving the aesthetics and quality of development along N.C. 211 and N.C. 5, as well as increasing the variety of shops and restaurants in the village center.

During the open house, consultant will provide the projected impacts and ask residents to indicate their preferences for alternative development and re-development scenarios in these five key focus areas:

* Existing Extra-Territorial Jurisdiction (ETJ) – Linden Road Area

* NC Hwy 5 - Pinehurst South/Trotter Hills Area

* Hospital District

* Village Place/Rattlesnake Trail Corridor

* NC Hwy 211 – North of Pinewild and South of NC Hwy 211

The plan will also include recommendations for how to retain the character and authenticity of the Village, address growth and the impacts of growth on our infrastructure, ensure good neighborhood design and housing choices, improve mobility throughout the village, protect natural resources and open space, and ensure a healthy local economy.
