Voters and taxpayers must wake up to the troubling debt that is being created by The Power of Four aka Moore County Board of Commissioners. There is no need to write a short story about this subject when in fact the figures speak for themselves for those who has a grasp of mathematical concepts.

Tommy, I am as critical of the County as just about anyone but you and a few others, but I think it is not right to just throw these numbers out there without explanation/context.
-First, the school (grade and SCC) debt was from a bond referendum approved by MC voters a number of years ago.
-Second, the utility debts are at the very least not to be paid off by general MC taxpayers. They are to be paid through the utility funding coming from water and/or sewer customers of MC Public Utilities. While there are some issues with the allocation formulas, the debt is for things like lift stations, treatment plant expansions, and distribution.collectiion line maintenance/upgrades. If anything, MCPU should be criticized for taking so long to address these reasonable and necessary infrastructure issues.
-Those items set aside there is clearly the financing of the new jail among other things. Personally, I think the Commissioners should have been realistic and not tried to look better by unsustainably cutting the tax rate when they knew we had major and unavoidable projects such as the new jail, but that discussion is over far fewer dollars than if one tries to throw in voter-approved and utility related projects.
I mean to give no free pass on the jail debate, but the three(combine school and SCC) lines on the spreadsheet are very different.

Sherwood => Answers to your questions are found in county documents in Carthage. This one document reflects debt owed by taxpayers and unsubstantial increases in public debt since 2007. Others on these boards take shots at me for using the nomenclature of "Poorer County". He's my response. It's time people of this county took time to understand what is going on in Carthage.

Chris, I agree with some reservations:

Other pending questions that should be addressed is the purchase of Municipal Software without a biding process by the Board. The only lame excuse I've heard is we can purchase anything we want without a bid process. Secondly, why are taxpayers paying for water and sewer lines to a golf course formally owned by the Town of Carthage? Two lift stations and a million dollars worth of lines. That was a decision Larry Caddell, as Mayor,chose to do while holding a public office. The beginning of unethical decisions that would carry over to the old courthouse and continues today.
In response Chris, there are way too many unanswered questions about whose paying now ... not after millions of dollars for water and sewer lines are in the ground in the distant future. Albeit, those who have "paid" in advance living in the northern Moore County communities continue to wonder when they will have water connected to those expensive meters?

A 500%+ increase in debt, and the numbers alone, may be astonishing (especially to a lay person such as myself). But I'm inclined to agree with CSmithson that some context and additional figures (related Moore County's ability to service the debt presented) are necessary before this can be considered "sounding the alarm" in a truly meaningful way.
If I had time, I'd drive out to Carthage to do the additional research myself. But I urge you to take it upon yourself to do so in order to make your post more informative, as you have taken it upon yourself to present the figures above with no additional context or research.

Debt is debt that must be repaid. While the Commish may have lowered the tax rate in the past, value stream revenue sources were added in the background....like tax on cell phones and cable bills. Ever heard of the "Moore County Telecom Sales Tax?" Take a look at your bill to see if you are paying it and it is probably right under the NC State Telecom Sales Tax.
Also, keep in mind that the new courthouse has not been built yet. This will add to the future County debt load. What is going to be the cost of furnishing the public safety and the new federal sized JAIL and how about the administration and maintenance cost of all that?
I appreciate that CSmithson follows the workings of County Government and respect his opinions.

The majority of the debt Toad is from voter approved school bonds for capital improvements, and we also have the improvements to the water treatment plant. Actually we are paying down debt here in Moore County, paying off the note early which is saving the taxpayers money in interest. Toad again your incoherent rants and skewered numbers don't fool anybody. TDN ~ The county board of commissioners decide if a bond referendum will go on a ballot. Except when TPO-4 thinks the people will vote it down like the real estate transfer tax and the Gold Bar Hilton. Caddell and Picerno voted for the people of Poorer County.

Toda since you have all the facts, answer these questions. 1. When was the single largest tax increase by percentage on the taxpayers of Moore County and who voted for it? 2. If we have a debt crisis, then why haven't we seen massive tax increases? 3. If we have a debt crisis then why hasn't the county lost it's AA bond rating? 4. We have paid down debt early in the amount of $32,000,000.00 over the last four years. We haven't seen massive tax increases, no decrease in our bond rating, actually it increased. We haven't defaulted on our obligations. My questions to Toad are relevant. What defines a crisis?

One of the reasons I am so rough with Toad is that he has done this for years and I think it's high time someone gave it back. But lets stick with the facts. Tim Lea was on the board when they raised taxes in 2007 and he voted for it. Under his tenure from 2004-2008 taxes were increased by over 33% on the voters on Moore County and the only budget he voted against was in 2008. Tim wanted to build a Jail that was more expensive and was bigger and further down the property than what was approved, and he wanted to basically scrap the old jail which would have wasted the investment that was in there already. He campaigned in 2008 that we needed a 8cent tax increase to pay for the school bonds and for capital improvement, and in a candidates debate when Nick Picerno said that we didn't need to raise taxes to service the debt, Tim disagreed and wondered where the "magic dollars" were. Tim Lea was the one in the closed session meeting regarding the property adjacent to the veterans memorial who started the conversation and if you listen to the tape was actually called down by Nick Picerno and Tim continued. Tim Lea is using the veterans of this county and for his own political agenda and he wants to lecture us about ethics. What about Tim Lea steering cell phone tower contracts to his family when he was head of the planning board. Tim Lea is a liberal and a dishonest politician and a hypocrite and Toad is too for not calling him out on it. Toad and Tim Lea are similar in that they twist the facts and they have an axe to grind against the other board members.

New commercial and residential growth has delayed tax increases through the tax office. There are so many subliminal taxes in Poorer County that produce revenue ~ which I posted on another blog. Reductions in General Fund Expenditures (adopted) $84,940,545 your numbers Nick.
As of June 30, 2011 (to be updated) total bond debt was $135,323,267 before one penny of interest.Now lets add $60,268,733 in interest and Whalla we are now almost $200 million in public debt!

All I am interested in is the truth. This current budget year the county paid down $6,000,000.00 in debt. Over the past four years the county has paid down $32,000,000.00 in debt. Over the last four years the county has increased it's bond rating from A to AA. We are also fully funding our education system and public safety systems. My point is that this should be a cause for celebration and happiness not bitterness. If Toda has a problem with success thats fine, or if he has a vendetta that's fine too. My issue is that it appears his "facts" are incomplete because the reference date was manipulated by Tim Lea when he asked Ken Larkin to do the report. Which means that the school bonds which were added in December were not included which made the percentage increase in debt look much bigger which was the purpose all along. Also again the questions I ask Toda refuses or is incapable of answering.

Consistent with the new fund balance policy fiscal 2009 ended with a $4.9 million decline in General Fund balance to $29.2 million (33.3% of revenues) due to the transfer of $8.7 million to the Capital Reserve Fund. On an operational basis fiscal 2009 ended with a $3.6 million surplus despite the decline of $3.7 million in economically sensitive sales tax revenues. Management was able to offset the decline in revenues with the deferral of capital expenditures, a spending freeze and overall budget management reduction strategies. Management reports that fiscal 2010 has ended (June 30th fiscal year end) with a $857,000 addition to General Fund balance despite revenues being under budget by $2.4 million.
The fiscal 2011 budget represents a decrease of $1 million from the previous year (budget-to-budget) and is balanced with the use of $487,000 of fund balance and $2.5 million in net inter-fund transfers. Management has budgeted sales tax at $13 million for fiscal 2011, a $1.3 million reduction from the previous year's budget, however it represents a slight increase ($600,000) over estimated actual collections for 2010. The county's primary sources of revenue are property taxes (62.2%), which has historically realized strong collection rates (99% annually), and sales tax (17%), which have been declining in recent years.
Also affecting revenue streams has been a decline in real estate re-evaluations to offset increasing debt service.

Well, the good news is that the schools are saving money this week as many teachers return to school on their own time, unpaid, to work in rooms without air conditioning. Now, if we put a dog in those conditions, we'd be arrested for animal cruelty. But, it's OK to do it to teachers.

I hear ya. Dogs are able to adapt...they will get under the porch or find cool if not locked up. Why we treat our teachers so bad is beyond me. Teachers will teach because they have a love for it, and their administration has a history of using them. Why should a teacher have to buy students food, or pencils, out of their own earned money? I thank teachers every chance I get, just like Vets and Public Servents. I wonder if the debt crisis is solved now? Don't make me get Bob Dylan to write a song about it.

That goes back to earlier boards where several bloggers pointed out that the facility was going to be used to house inmates or prisoners from other jurisdictions...all at our expense.
Just try to obtain another bond anytime in the near future, and the King of the County comes tumbling down and along with him are his stalwarts who are unethically challenged serving as public officials.

Tourism is at an all time low except for golf school kids...what happens to those tourism room tax revenues when the off season begins in the fall? People are spending less at POS. Tax revenue is decreasing, tax rate is insufficient to meet the terms of debt obligations.

We are in the midst of a major dispute in Moore County regarding the County Commission's approval by a 3-2 vote of a $50 million bond for a huge four story detention center in the center of Carthage and some utility improvements. This measure would substantially increase our debt in the midst of a recession and also deny our citizens the right to vote on the issue.
Since the County Commission has refused to have a public hearing, the Right2Vote citizens group held a Town Hall meeting on August 31 in the Pinehurst Village Hall on this project. As reported by Florence Gilkerson in the Pilot, there was strong opposition to the cost, location, size, danger to school children and method of financing for this proposed center. Participants in the Town Hall meeting were unanimous in objecting to the proposed location which would bring prisoners in close proximity to school children at their bus stop, and in the adjacent ballpark and library.
Curiously, this proposal was not supported by two special committees appointed by our Commission to study the issue. In particular, the building needs study group found only about 200 more beds were needed by 2030 instead of the 400 to 600 in the mammoth building proposed by the Commission. Also a judicial committee headed by Judge Webb of the Superior Court recommended the project be deferred until it could be co-located outside of town and physically attached, for safety reasons, to a new courthouse facility. In their project proposal three commissioners; Picerno, Melton and Caddell, are rejecting both committees. The minutes of the June 7 Board meeting confirm they are insisting on a type of bond that would let them proceed without voter approval on a bond five times larger than any ever authorized without being placed on the ballot.

In addition to these concerns our group has completed a financial analysis that shows Moore County is almost uniquely vulnerable to the ongoing recession. As such, it can ill afford the added risk of a new bond or the added cost of limited obligation rather than general obligation financing. Two years ago voters approved a $54 million bond for the schools and a $14.5 million bond for the community college. We have just started debt service for these bonds and very little of this debt has been retired. There is room, however, under our borrowing guideline (2% of total property valuation) to issue general obligation bonds for up to $100 million for this huge detention center or for a smaller detention center and contiguous courthouse facility outside of town. Most readers will have heard the County Commission boast of its success during the last decade in standing firm against property tax rate increases. They note we have lower rates than all nearby counties. This is largely true but masks the reality which they don’t want to discuss. What matters is how much each property owner has to pay. At this time, Moore County has a total property valuation per capita which is twice as high as all surrounding counties. Even at a low tax rate, this results in a tax levy per capita which is the highest in the area.
At the same time, property values have been tumbling and according to the Federal National Mortgage Association are down about 18 to 25 per cent peak to trough during this recession. Trouble is we haven’t found the trough yet and prices are still declining. In Asheville, which is similar to our market, prices have already dropped another 6.1% this year. Moore County is uniquely vulnerable to this drop which has not yet been reflected in the octennial tax reappraisal. This reappraisal has been delayed by our Board in the faint hope the economy would restore the lost property value. As a result of this delay, property owners are paying property taxes and insurance premiums that are typically several hundred dollars higher than they should be. The insurance money is in essence being poured down the drain rather than used to support our small businesses. So the reappraisal must be done soon as a matter of fairness. This drop in revenues will make it difficult to service our existing debt and require a major tax increase, further exacerbated by the proposed bond. The resulting tax increase will be very hard for our rural residents and senior retirees. At a minimum they should be allowed to vote whether to support this issue given the economic recession and our vulnerability.

The largest bond ever approved in Moore County without the voters was a $9.9 million education bond. Traditionally, limited obligation bonds have been used only for smaller amounts to bridge the gap between elections. If we start allowing huge bonds without voting where will we draw the line and let citizens vote--at 75, or 100 or 500 million dollars? Does this sound like Washington? It’s time for taxpayers to demand that action on this bond be deferred pending further consideration by residents and their Commissioners. Taxation without representation was rejected over two hundred years ago. It’s time to focus on a smaller detention center and contiguous courthouse facility located outside of town, and give citizens back their vote.

I want to thank John Marcum of Pinehurst for allowing me to post his commentary as presented to the Moore County Board of Commissioners regarding their spending spree of monumental proportions. Based on a vote of three commissioners, when November elections come around on the 6th, be mindful of who one of those commissioners was who denied us a vote and increase public debt according to Moody's: General obligation bonds outstanding: $91.9 million.

Now, stay with the issues. This is exactly why the Pilot lets people speak without fear of some nutcase showing up in their yard. A 67 year old lady who lives a couple of miles from a nasty blogger should not have to be afraid. I recently listened to a tape of a 911 call and it took police quite a while to arrive, to no fault of theirs.Keep this civil people. Keep the truth in front.

My underlying theme: there is a total lack of communication coming from the old courthouse, and that in my opinion is because impromptu decisions are made behind closed doors or at the offices of Southern Software, Inc. before the board even convenes. They send out for lunch and gather around the conference table to plan strategy for keep their grip on Poorer County...and political favoritism. The King of the County insists on keep rule of the peasants,.
