Anyone that allows any animal to get in this shape should never be allowed to have any animals. And, if caught with an animal, should be locked up and made to work in fields everyday. There is no reason for an animal to get in this shape. You know the ones that done this are not going without food or water. So why should their animals!!!!!!!!!!!!

We need to push legislation that makes animal abuse a felony, period. There is a laundry list of studies that indicate that people who abuse animals are far more likely to abuse people at some point in their life. Also, we need to keep special interests out of any discussion about legislating puppy mills, as well. It's time to rise up and stop allowing a minority of special interests from dictating what is deemed acceptable behavior.
I agree, these people should be banned for life from owning or having any kind of animals in their care. They have proven beyond any doubt that they are incapable of caring for other creatures.
