Linden Spear, owner of The Haven animal shelter in Hoke County, looks out over the dogs kept there. She faces being shut down or taken over by the state if her shelter can't come into compliance with regulations from a 2005 state law by September 1. The buildings on either side of her are recently constructed to house cats, an attempt to meet the standards of the law.

The state attorney general's office gave The Haven animal shelter owner Linden Spear two deadlines in May - July 9 to reduce the number of dogs or Sept. 1 to complete a full remodeling of the facility.
