County Awards $27 Million Building Contract on 3-2 Vote

The Moore County Board of Commissioners voted along its familiar 3-2 alignment Monday night to award a $27,224,000 contract for the public safety-jail project.

Impassioned pleas against the measure, now familiar at board meetings and rallies, punctuated a public hearing held early in the meeting and lasting two hours. But this time opponents of the project were joined by an impressive array of supporters who urged the commissioners to get moving on construction of a building needed by county agencies and the public.

"That was more than three years ago, and we are still haggling with a small group who want to move the jail and court system away from its present location," said former Commissioner Colin McKenzie during the hearing. "A few days ago, a friend told me to beware of zealots. They are always around any controversy and will do everything in their power to prevent progress and get recognition."

McKenzie was board chairman in 2007 when the commissioners voted to buy 21 acres in downtown Carthage to build a new and enlarged jail, a public safety building and a local government office building. The county paid $1.5 million to the property owner, Johnny Grimm.

McKenzie recalled a series of meetings by the commissioners and public discussions of the land purchase and plans for construction of the facilities.

Also speaking in favor of the project were former Commissioners Archie Kelly and David Cummings - the latter also a former chairman - Carthage Mayor Tom Stewart, Carthage Mayor Pro Tem Jean Riley, Airport Authority Chairman and former county Republican Party Chairman John Owen, Gen. Bud Shaver, J.D. Monroe, Mary Jo Morris and George W. Little, chairman of the Sandhills Community College board of trustees and a former county GOP party chief.

John Marcum, founder and leader of the opposing group Right2Vote, was on the agenda to make a presentation covering his objections to the 192-bed detention center project as it has been designed and the financing to pay for it.

During the meeting, 24 speakers, both for and against, addressed the board on the subject.

The county plans to issue limited obligation bonds to pay for the building construction and also to pay for an estimated $10 million in utility improvements for the village of Pinehurst. Limited obligation bonds do not require a public referendum, as do the more familiar general obligation bonds, the route followed to finance most public school capital improvements.

The Local Government Commission, the state agency that oversees local government financial obligations, has already approved the county's bid to issue up to $50 million in bonds to pay for the building and the Pinehurst utilities

However, Marcum has officially appealed the matter to the full commission, which is not scheduled to hold a regular meeting until Dec. 7.

Marcum headed a long roster of opponents who spoke, including several who have frequently appeared before the board to argue against various aspects of the project.

Bert Patrick, a Carthage activist who was the first opponent to voice objections to the site, again expressed concern that the structure would be erected in an area where children gather. The site, adjacent to the existing jail, is near Carthage Elementary School and its athletic field, two churches and the public library, along with the historic courthouse and the Courts Facility and other county buildings.

Patrick pointed out that the Monday night meeting was the first public hearing called on the issue.

"I'm not against a new detention center," she said. "I'm not against the sheriff. I'm against putting this monster on top of our children."

She waved a petition with about 600 signatures previously presented to the board.

Financing Questioned

When it came time to vote, Chairman Tim Lea and Vice Chairwoman Cindy Morgan cast the dissenting votes against a motion by Commissioner Larry Caddell to award the contract to low bidder D.H. Griffin Con-struction of Raleigh. Commissioners Jimmy Melton and Nick Picerno joined Caddell in voting for the motion.

The vote followed a failed motion by Morgan, who wanted to send the project back to the architect. That vote failed on the same 3-2 split, and echoes the same alignment followed on most votes pertaining to the building project in recent months.

Lea read a statement into the record as soon as the board reached the contract part of the agenda. He repeated his previous objections and said the county had never encumbered a debt in excess of $10 million without a referendum.

"In my opinion, it was bad policy to buy the Grimm property for $1.5 million," he said, adding that the savings from a new project could possibly help meet county education needs.

Morgan acknowledged the need for the new jail but said the county should have handled the project in a different manner.

"I don't feel that we've done due diligence on the numbers," Morgan said.

Morgan said she thinks the county should take another look at the cost of the cells in the detention center and should consider using more beds from the existing jail.

"It has nothing to do with the need," she said of her objections to the existing plan. "It has to do with the finance."

'Right Thing to Do'

Caddell said the discussion has focused almost entirely on the jail portion of the project.

He said that the overall project includes quarters for the Sheriff's Office and a public safety facility for emergency medical services, emergency management and emergency 911 communications.

Melton said he also feels comfortable with his decision and pointed out that the board has studied the matter since 2007.

"I can understand why everyone has strong feelings about this," he said. "I have strong feelings, too. I feel that this is the right thing to do. It is the right plan. It is the right time, and it is the right size."

Melton also pointed out that the bids came in under cost estimates.

Picerno said that interest rates are at a historic low. He expressed no opposition to returning the plan to the architect but argued that this would just require more money and would lose more time.

"The time is right," Picerno said.

'Safe Place to Work'

Speaking in opposition, in addition to Marcum and Patrick, were Doug Middaugh, Libby Moodie, Ralph Redmond, Gordon Ray, Greg Zywocinski, Elizabeth Brower, plus several individuals who did not sign up to speak during the hearing but asked to address the board when Lea offered time to additional speakers.

Objections centered on the size, the location, the need and the financing.

A few supporters also ad-dressed the board later in the hearing. Among them was Chief Jailer Eddie Johnson, who described the difficult conditions in which his staff works.

He mentioned the lack of an efficient air conditioning system, which must be supplemented by fans to maintain the 83-degree temperature mandated by state law. He cited dangerous "blind spots" that make surveillance difficult and pose a danger.

"I beg of you," he said. "We've waited long enough. Give my employees a nice safe and secure place to work."

And until June 21 of 2010 was anyone aware of the cost to taxpayers. But then again, Caddell and Picerno does his thinking for him.

Commissioners Archie Kelly => didn't Nick Picerno get his start writing software for D.A Kelly's clothing stores. Yep ~ why wouldn't he support Nick and Southern Software, Inc.


"George W. Little, chairman of the Sandhills Community College board of trustees and a former county GOP party chief." Now why would anyone be surprised that Caddells' mentor and a member of the Board he sits on and approves the budgets for George and the school systems. Didn't mention the 88.2 million in outstanding bond debt for the schools or the 40 million in stimulus funds from the Obama Administration for the schools. I wonder why none of that was mentioned.


"Mayor Pro Tem Jean Riley" How do you spell ~ "paving contract"? Wonder who will get the paving contract for the New Federal Dentention Center? Perhaps Hobbs and Upchurch will get some of the action for sewer design and lift stations for Little River Golf Course.


"Party Chairman John Owen" And why wouldn't John come to the defense of TPo3 when he helped get them elected. Egg on his face and he should be ashamed to know that his choice - TPo3 - is spending this county into decades of debt service when better choices were available at 10 thousand an acre as opposed to 100 thousand an acre. It's only our money!

The Republican Party was out in full force to represent Larry Caddell's interests. Hopefully, Moore County GOP will sponser better fisically respondsible candidates in the future. TPo3 has only their self-serving interests above the vote and will of the people.

If we could get the comissioners to agree to make the jail strictly for Moore County needs, some of our fears could be reduced. At the hearing, the commissioners all agreed that they do not want federal prisoners. Not wanting federals does not mean it cannot be done. Other NC counties do accept federal inmates. The sheriff stated that by law he is required to accept federal prisoners passing through and needing temporary housing, but I would like to see a legal requirement of some sort limiting who can use the jail - it should be for Moore County prisoners ony. If we do not accept prisoners from other counties, that seems to automatically limit the size, which has always been a major concern. The fear of "if we build it, they will come", can be relieved. We all agreee we need better jail facilities, but we do not want to spend money for housing prisoners from other counties, states or federal prisoners. Have we ever been required to house federal prisoners before, under the legal requirement? have we ever had prisoners from other counties in our local jail before? This information should be available somewhere.

The number of opponents and supporters were split. The number of jail supporters were almost all Caddell supporters who were either county employees or financial self interest individuals standing to gain from paving contracts, college budgets, political alliances, etc. The jail opponents in downtown Carthage were made up of mostly residents or those against the gross overspending of the project wanting the right to vote on the 42 million dololar bond. You might say it broke down into the Honest Reasons group vs the Self Serving group which Caddell had out in full force.

Does anyone care to guess where the new court house will be located now that the three commissioners have securred their legacy via their ego driven $27M monument of excess? I think one needs to look no furthter than LRK#'s 4723, 6373, 6686 & 1501 which when combined, provide a more than sufficient adjacent site to the new DC allowing the interconnection needed for secure prisioner movement. Time will tell; however, this is my guess.

Congratulations to the Moore County Board of Commissioners on your efforts to make Moore County a more safe and secure place to live. Thank you to Sheriff Lane Carter and the public safety department for the outstanding job you have done over the years in spite of substandard working conditions. Thanks especially to the three commissioners - Caddell, Melton, and Picerno - who have not succumbed to the pressures of vicious attacks by those obviously bitter, vindictive individuals with their own selfish agendas. Please know that the majority of us trust you and are proud of the job you are doing as elected officials.

ncsafu1 Of course, the Court House will go on the Grimm property and it will cause havoc with parking.We will then need a 6.3 million dollar 4 story parking garage already predicted by the Solutions for Government Court House Study. The estimate for the new courthouse is 26 million. So, there goes another 42.3 million plus more architectural plans, etc. Talk about ruining a town thanks to one man's distorted vision while he lines his own pockets and moves outside of town!

They will then release these inmates into Moore County that were not even from here to begin with bringing more crime to our county. Again, I commend the commissioners on a decision well made. Plumblevel, looks like the shoe of vindictive, bitter individual fits you as well - and I will keep the name I chose, thank you very much for the suggestion though. By the way, if you were listening Monday night, you heard the sheriff tell us the only out of county prisoners/detainees he would have in our jail/detention center would be those in transport by other officials traveling through our county - this is required by state law and will be no different than it is at the present time. Please stop spinning the facts - oh and by the way, NO ONE is profitting personally from the decisions made by these commissioners. That is a fact. Again, the commissioners are to be commended for their service to our county

If Caddell, Picerno, and Melton are doing such a good job then why is this facilty costing twice to three times what it should? Why did they pay a $100,000 an acre for land worth $29,000? Why did Caddell and Picerno refuse to have a work session to reduce the costs? Why did they refuse to recuse themselves from voting due to conflict of interest? Yep. Great job. You do need to change your user name.

So, why does Larry Caddell have a company named "Federal International Transportation Services" incorporated on Elaine Marshall's web site? And why are the cells designed at 82 sq ft for Federal regulation size not state regulation size? Caddell does not own any big trucks or airplanes. I do not spin the facts. Just answer these questions.

Last dollar count for the "donated" ;=0) law enforcement software packages was around $43,000.00. And according to a former Employee who now resides in Charlotte, the MC Sheriff's Department was used for BETA Testing worth thousands to SS,Inc.

Why did the commissioners - before Picerno - but Caddell was on board, pay three times what the Grimm dirt was worth? Dirty politics perhaps?

Why did they pay $100,000.00 an acre for property with a main sewer line and water lines running across it as opposed to $10,000.00 that is expandable to accommodate future parking?

When they are all voted out Caddell - Piceno - Melton - Carter and the rest of the liberal republicans, rhetorical comments will be - we didn't have anything to do with that!!! Heard that already.

Why was Picerno listed as CEO until (June of last year) of Southern Software, Inc.? Was he elected July 1 of last year? No. Was Larry Caddell a sitting commissioner and CEO from June of last year of SS Inc.?

Didn't Ken Larkin in his presentation allude to the fact that the other Detention Centers built in the last couple years were all shovel ready meaning that there wasn't several million dollars for rebuilding a piece of crappy land that cost us 1.5 Million dollars?

Some couldn't recognize conflict of interest if it stared them in the eye. TPo3 spells corruption.

If you and others are so appreciative, perhaps you could have persuaded them to allow those of us are going to pay for all of this to vote like American Citizens. Even Though we operate under the Indirect form of Democracy, when the voice of the people express a desire to vote on movement within our government, we have that right!

@Plumblevel: 4 LRK's I referenced are not now part of the Grimm property. Two are county owned fronting on Saunders with the other two being on McNeil. Joining the 4 as I suggest, provides a building envelop of approximately 330' x 185' adjoining the Grimm property which would be more than sufficient for a 3 or 4 story CH easily interconnected to new DC. Only issue would be that parking for the CH would need to be on Grimm which is achieved by simply joining the 4 lots I reference with the Grimm lot. Take a look in the county GIS system and you'll see what the Commissioners will be proposing once construction really gets underway on the DC.

Well for those of you surprised by this.......you shouldn't be. It's pretty obvious here the "3 peas in a pod" would win after all their chops have been greased and will continue to be greased over the coming months. During the next election vote 'em out! Its doubtful the space will be needed as the people in Moore County have to take matters into their own hands and start handling the outlaws committing these crimes. We have elderly in Moore County that could benefit from support of food, medication and better living conditions. Many are having to move three generations into one home to survive. Perhaps we should turn these luxury suites into a resting place for the exhausted crooks who lie, steal and cheat to be in office. "Remember if you don't get it honest it won't do you no good"...............think about it!

Had you taken the time to read and understand what TPo3 was up to when they passed over the property evaluation so that they could pound their political chests, you would know the reason was because property values were down. Remember the Wall Street crisis in 2009? Hedgefund swaps - worthless paper!

Property values reached rock bottom. Had they conducted the property re-evaluation, they would have to lower appraisals, and lose over inflated property values.

Hey ~ I'm glad you have no problem paying higher taxes and insurance on your property. You can start anytime by sending an additional $300. ~ $400. with your taxbill. So your contribution will be in keeping with their wasteful spending. Have at it ~~ Commonsense!

Scoot You can vote Melton out in November and Picerno out in 2012. Time to clean house. I also think it would be better to take care of the elderly and not build a Taj Mahal for inmates. A simple one story jail outside of town would save millions.Now that is commonsense.

OMG. I get it. I just looked at those parcels. They would have to be out of their minds to build a court house there!! It would gridlock traffic in Carthage and it would be so wedged in!!! That is a terrible plan. I am sure it came about by Caddell's fixation to build on the Grimm property, then they found out the lower Grimm property is unfit to build on, and so they came up with the idea of squeezing the court house in there??????? That is the worst plan I have ever heard of. Pray it is not true!!! Have Caddell, Melton, or Picerno ever heard of town planning? How about an Impact study of all this on the town of Carthage? Why don't they just get a wrecking ball and just have at the whole town?

You anti jailers are not seeing the big picture. Carthage is the county seat. as NC including Moore county grows Carthage cant help but grow. Carthage is inherently the largest gathering place of criminals every day. The only thing they all have in common is that they all go to court and in Moore county that is in Carthage . The folks that have been bringing their selves to Carthage everyday are much more likely to cause a problem for the town than anyone under lock and key so come up with something better than trying to protect the children from the inmates, that does not work for me. Also for the town, those people are the ones buying lunch in the restaurants gas and cigarettes at the stores etc, as will employees and visitors to the jail. As far as the building itself goes, Why not do the best we can now and for the future. The current jail, is as it was made in 1995,15 years, and it is completely outgrown and outdated. Why such a problem protecting our citizens by keeping more of the criminals off the street and by protecting the county employees by providing safety in a job that must be done no matter how safe it really is. Criminals now do not care about anything or any one. Imagine the liability if perhaps an inmate is killed in a Blood/Crypt type of thing in the jail because separation is impossible and the county knew the problems but did nothing to take care of it. Or if ,God forbid, an officer or county employee is killed or seriously injured on the job and it could have been prevented by having an up to date facility . The ambulance chasing lawyers are watering at the mouth now waiting on such an event. That would instantly eat up allot more money than you could save by making a lesser building. I personally thank the Commissioners for their decision to make my county safer and better and am thankful that at least 3 of them are able to see the real picture. If you folks really want to make a difference with your ranting and raving why don't you start on elected officials like judges and D.As that can move the cases and control jail population but will not instead of harassing elected commissioners that seem to really care for the citizens of Moore county.

I repeat my question - Why don't we request that the commissioners pledge/vote to keep it a county jail by requiring it to be used by county detainees only? Federal prisoners, or prisoners from other counties or states could not be accepted into the jail. As required by law, those few passing through could be temporarily housed. This would limit the jail population. It would be similar to what we already have, which we fear is not what is going to happen.

Toda you said you didn't start the right to vote movement. What movement? If I read the article right there was 22 people at the meeting. That is not a movement. Commonsense is right, the commisioners don't have to answer your questions. They don't have to prove anything to you, if there was any corruption or ethical issues they would have been dealt with long ago. Its the same old thing with you, you get on here and want to make people think you know more than you really do. It also makes you look questionable calling the commisioners TPo3 because that makes no sense. It's clear to alot of us by now that you are a complainer and the commisioners could waste their time trying to answer your questions but you are still going to find something to complain about. I said it before get over yourself you do not speak for the majority of this county and you don't hold a position that requires people to answer your questions.

Bailmoney With your user name it is not hard to see how you would benefit from the 'expansion' of the jail facilities.

Yes, Moore is the seat of Gov for Moore County. However, it is also an historic town with a Historic District on the National Register of Historic Places and most residents that live here have nothing to do with government. The problem with Caddell, Picerno, Melton and the Carthage Town Council is they have forsaken any concern for the residents. They are only acting 100% on the side of the Gov. Many of those who have voted in favor of this project stand to benefit financially.

The residents have been completely abandoned.There has been no town planning, impact study, and no town hall meetings to discuss the plans with residents. In Concord, where they designed a jail for 665, the commissioners held 6 town hall meetings with the town residents to discuss their plans and 6 open houses to view the plans where they met and talked with residents. Not Carthage. Why would Caddell,Picerno, or Melton talk to any of the residents. They just forge ahead doing what they want with total disdain for those those who live here. Things are way out of balance in Carthage between Gov and the residents of the town.

Did you see Caddell squirm when someone asked him to pledge that he would not be bringing Federal Detainees to Carthage? He fidgeted and looked mighty uncomfortable. If he keeps to his word, which we now have on record in the MCBoC meeting notes, what will he do with his 'Federal International Transportation Services' company?

Since all the commissioners pledged not to bring Federal Detainees why don't they reduce the cell size to state regulation instead of the Federal regulation size they now show on the plans.We could save a ton of sq ft and money!!!

Carthage Town Board is supportive of the plans for the new detention center. The mayor of Carthage who ran a good clean campaign, and won against a very vocal opponent of the jail, supports the building of it. That same mayor spoke in favor of it at the County Commissioners' meeting on Monday!

The Carthage town board members and those who voted in favor of the present mayor of Carthage, are citizens also. Obviously these residents, who made up the VOTING MAJORITY in the mayoral race, have NOT been abandoned by their town board nor by their board of county commissioners.

Again I say thank you to Commissioners Caddell, Melton, and Picerno for voting to build Moore County a new jail and in doing so are serving well the citizens/residents of the town of Carthage! We appreciate your service to our county!

A lot of politicians are dirty. It's the business. Many get into politics for personal financial gain. It works. The commissioners legally don't have to and didn't answer to anyone. As a result, a huge detention center will be built in a very undesirable place at a much larger cost than necessary.

Follow the money, this is a no brainer. The commissioners will be voted out of office. The only people in support of this are the ones that have personal financial gain.

Of course they want income for Federal detainees. Look and you will find that there will be private gain from this also.

How awesome would it be to own a crap piece of land and sell it for 1.5 million. How awesome would it be to provide software services to a huge new detention center. I wonder who will get the paving contract and the engineering contract from the bond money.

Hey, Nick, I find it funny you are congratulating yourself. You might as well no one else will do it.

You were not in Carthage for the campaign. You did not see Milton Dowdy delivering van loads of voters of Dems from Needmore to vote for Republicans. Quite a feat. Lisa Caddell tried to intimidate Victoria Botson at the polls. Lisa said to Botson , "You have no idea who you are dealing with (meaning her husband Larry Caddell)." She failed to look at Victoria's T shirt that said "Special Forces". Victorias husband was the guy who went into Colombia and got Bettencourt out. And Lisa thought she was going to intimidate Botson??? Not by a long shot. Then McGraw and Barber played the anti jail group that they were on their side and jumped ship.What an election!

Larry even stumped in Carthage for his wife at a church that was not his church.See the thing in Carthage is they all stick together. They have all grown up together.Just because the town of Carthage voted in a mayor who was in favor of the jail does not mean the residents of the county are in favor of the gross over spending and losing their right2vote.

How many pro-spending Liberal Republican supporters have seen the Power Point presentation by assitant county manager Ken Larkin?

How many posting threads have seen and studied the county's financial debt analysis?

How many attended the Rigth2Vote meetings and counted the number in attendance at ----both---- meetings?

How many have read the documents filed with Elaine Marshalls' office who is the North Carolina Secretary of State by Southern Software, Inc.?

For the uneducated and uninformed: President Abraham Lincoln addressed "Popular Sovereingnty" and expressed it this way: "If individuals are equal, no one person or small group has the right to to rule others."

TPo3 => The Power of Three controlls all voting on the peoples issues by block voting! Not representing the will of the people to vote on issues concerning our community and lives. Point in question: They denied our right to vote on the issues - plain and simple!

In an Indirect Democracy allows citizens to vote for their representatives, who make governmantal policies. "Recall Elections" enable voters to remove officials from office before their terms expire.

Indeed ~ elected officials have a responsibility to respond to the will of the people under the Federalist form of Government. Constitutional rights of the People, by the People, and For the people, under our form of Democracy REQUIRES those elected to office to RESPOND to the questions and concerns of the peoples. (Understanding American Government., Welch, Gruhl, Comer. and Rigdon: 12th Edition, Wadsworth Publishing, Cengage Learning)

For the uneducated and unemformed ~ elected officials have a duty to respond to the will of the people and "answer my questions."

TPo3 has failed to respond to the people by not allowing Taxpayers to vote on 206.2 million dollars of debt service that will have a financial impact on those who own property in this county, and those who have very limited financial resources - WILL pay. Not everyone is the CEO of a Software company or a former CEO and can afford beach front property.

Go over to First Health of the Carolina's and walk into the job-site construction trailer and ask the project manager how many "locals" - residents of Moore County was hired to build the new oncology center. You seem to have information contray based on a Y-WAG.

I did! The answer I was given, "we have all of our sub-prime and prime contractors lined up when we sublet the bidding process". Should any sub contractors require additional help, they usually select from a pool of applicant's in their local areas.

D.R. Griffith has their subs and sub-primes lined up and the major material requirements will be loaded on tractor trailers and delivered to the jobsite. Construction workers will live in motels in the area or commute from other counties.

So where did you get your information about job creatoin ~~ commonsense?

Time to move on, this horse has been beaten to death. If people aren't agreement with their elected officials then look to the elections as a time to make changes in leadership. I want law enforcement to have everything they need at their disposal, which includes a safe environment for their correctional staff.

Carthage is already being over run by the Court and by the DC visitors. Just pass by there any weekday when court is in session or taking recess. Try to get a parking place anywhere, including Fred's when you need to run in for an item. Pass by the DC and there are no parking places and people are hanging around out front. It is as bailmoney said with people coming in town to go to court or visit the DC. Now, consider when all is expanded in downtown Carthage to a larger court facility as well as a huge DC. The matter will get worse. It will be at the expense of all the residents of the town as well as at the expense of all taxpayers.

Yes, I can see what will happen if this huge expansion takes place. Carthage will be nothing more than a prison town. I am not antijail but the Court and DC should be away from downtown Historic Carthage because it will only continue to get bigger if the entire expansion to 600 or more beds takes place. All the new employment and jobs could be at another location.

And for what it's worth, some people have trouble dealing with the facts that have been presented. I commend Toda for his careful research and for having everything documented. Plumblevel and others have also presented facts as well as opinions based on those facts to try to help people understand what is taking place. That is far more than the commissioners have done.

TPo3 could have stepped back and listened to what ("She waved a petition with about 600 signatures previously presented to the board.) many have requested. A chance to have all of the facts. TPo3 said this process has been going on since 2007 ~ only until June 21st of 2010 were the people told that the financial instruments were being signed that night - Re: Jamie Clarks' presentation.

TPo3 especially Caddell has been challanged on numerous occaisions regarding the 1.5 million dollar property owned by his friend Johnnie Grimm. The Kirby property at 12k and acre was very suited for all of the building and parking needed. It would have been better to raze that entire corner and put in a park or additional parking and built where the other county buildings are outside of town. Caddell and Picerno have been opposed from the outset. Why? Same goals with obviously different financial results. Do you or anyone else realize that prime water front property in Moore County in exclusive gated communities sell for less that a clay base property with wetlands?

That is why I am so vocal in this whole mess. Taxation without representation! If they would have presented information to the people from the outset, established a committee of builders, bankers, investment firms, people in the community, and interested parties as opposed to stacking the deck with all county employees and one person from the community, I wouldn't be posting today.

Instead it's business as usual in Carthage: they subliminally make decisions based on insufficient feedback and lack of knowledge with such a tremendous project. You are savy enough to know how the politics in Moore County works. I do. Schools want more and more money when too many at the top are paid rediculously high salaries and teachers have to provide classroom supplies. County employees can't get raises and TPo3 says we have one of the lowest tax rates in the area. That's BS.

What happened to honest and open government? Are they afraid to be forthcoming with the people because they may not get their way? Rememeber the Land Transfer Tax that Caddell supported? We can let them have free rein and we will be broke. They don't have any concept what people are having to deal with in the economy brought to light under the waining months of the Bush administration - we were on the verge of an economic melt down.

And they (TPo3) have the ordasity to vote us into 206.2 million dollars in debt! Yes ~ I am angry for those who don't have a collective voice. Drive by the Social Services building and watch people going in and out. Churches are having to provide food, housing and care for many who are homeless in our county. I would like to be a sitting commissioner and just go build a new DT without letting it out for bids; just like the Municipal Financial Software. That's a conflict of interest by any standard or measure of decency. Self-servicing pious political talking heads in my opinion.

And until The Pilot implimented blogs, what ever they reported to journalists was the gospel, now they are held accountable for their actions.

The LGC ruling has been reported to the right authorities for violations. We shall see. Seems someone moved the hearing date up to 48 hours that was set for Dec. 7th. It was an appeal without the person making the appeal even present. We shall see what the law says.

I would like to thank Caddell, Melton, and Picerno for bringing bail bondsmen, future pawn shops, close to 800 daily visitors a day to Carthage, no parking, bankrupting Moore County, no transparency, no open forums with their public and no town planning, ruining an historic town, lowering property values by a couple of hundred thousand dollars,endangering children at the elemetary school, public library, and children's ballfield, trying to bring Federal and other state prisoners to release into Moore County, wasting 6 million on 68 beds in the current jail only to tear it down, paying 100,000 an acre for usable land, stealing my vote on a General Obligation Bond which would have saved Moore County 15 million dollars, etc. Oh, yes, I want to thank Caddell, Picerno, and Melton.You betcha.Someone should make a video of all this like someone did at the public hearing. We could call it "Fiasco". Do you know someone with a video camera?

Toda I am not related to any of the commisioners and you don't have to be to support them. 39 signatures were disqualified, if the person who was getting the signatures was taking care of business that would not have happened. It seems like your movement is run kind of shabby. Plumblevel: I vote in this county and I can tell you now that I will support the commisioners in the next election and I will politic for them. As long as you and the right to vote movement has a RINO as your voice you have no chance. When you bought you house in Carthage you knew it was the county seat and the court house and jail were here. I have no doubt that you also knew that one day the county may have to build another jail and it would be in Carthage. Seperate yourself from the RINO and you might get some credibility back.

Toda, Your post of 9/23 @ 5:04 pm stated the current detention center has not been paid off. That is incorrect. While Moore County still owes on several projects, the detention center is not one of them. Would you please post the date of the spreadsheet you are reading? In a previous post you said is was from 2/09. That was 18 months ago. The current detention center, built in 1995, has been paid off. It only took a 2 minute call to the Moore County finance office to research this.

That figure is from 2/09 - Now indefense of the Liberal Spending Republican's (tpO3) and their block voting efforts to build a four story parking garage, they will or already have paid that off since last year. I would venture to say in the very near future TPo3 will purchase for us several parcels of land for the new courthouse since the 1.5 million dollar piece of crappy dirt doesn't accomodate the New Courthouse. So much for containment....

I bet a donut in a washing machine that you have absolutely no knowledge of the architects' plan to raze the Currie Building since it's paid off, and the Library since it's paid off. Now to answer your last pun and parting shot at me: Financial conservatism begins with proper planning ~ which by the way isn't happening in Carthage. As any two year business student, Entrepreneur, economics major, or just anyone approaching retirement would know that planning for the future and saving for future expenditures’ is tantamount for money management. Believe it or not, there are counties and municipalities that save for future expansion and building projects. And you are correct clbvpm! The Excel Spreadsheet is as of June 31 2010 that I have from the Clerk to the Board. There are 4 or possibly five parcels of land TPo3 will purchase to build the Courthouse since it can't be built on the 15 acres [21-6 wetlands] of the Grimm land. Wait until they spend 10 more million to try to connect them together ~ for safety - remember?

Since they retired that debt obligation they can raze the New/Old jail. Wonder what that's going to cost us - anyone have any figures? Or is going to be another SURPISE like at the June 21st meting when the public was informed for the first time what debt taxpayers would have for the New DT.

theonewithsense=> That's the second new jail and was built for 25 years. Same for the New Courthouse, same comments then as now with one exception: "Why does it resemble a WWII German pill box". Wouldn't be great to have elected people who plan for the future growth, as opposed to borrowing millions?

Hey Toda I can get you a picture with Big Bird. My step son was married to Lisa Henson, Jim Henson's daughter, so her children are my son's nephew and niece. It is really not a problem except Big Bird I heard is allergic to corrupt county commissioners. We will just keep them out of the picture.

The county owns two of the parcels where the jail and exercise court are of the current jail and they will purchase through imminent domain Megan and Darryl Williams house and the Action Bond house on McNeill Street.That is provided the posted LRK numbers are correct.

Plumb and Bflat I'm waiting to hear the facts: "clbvpm says... Toda, You Lose that bet. I do have knowledge of plans for the parking deck." Since the last preliminary met its fate in the shredder at a cost of several thousand dollars.

Seems that our implied insight is secondary to clbvpm who has knowledge perhaps that we don't have on "eminent domain", and where the parking deck will be erected and a newer, and larger courthouse. The new courthouse will be totally out of character should it not have a simular facade as the WWII German Pillbox. Perhaps TPo3 should just purchase all of Carthage and turn it into a prison colony. Then they could rent out rooms with a view in the Carter Gold Bar Hilton!

I wonder how much taxpayers will pay for purchasing personal property for the public good.

Anyone know if Caddell has friends who own any of the 4 or 5 parcels they plan to take for expansionism?

It is really disturbing that everything is being done in bits and pieces without regard to the future, or we would not have the mess we aleady have. For example : courthouse that has no room to expand. Why didn't they think of that at the time it was being built? Jail aka DC built in 1995, only 15 years old and already Mr Johnson is complaining of "blind spots." Land purchased without proper studies done...just jump right in and buy it without plans in place or feasibility. It makes no sense to buy property at a terribly inflated price in comparison to other available land, only to find out later that not everything will fit on the land. Doesn't Moore County deserve better than this?

@Bflat: Your observation wrt "bits and pieces" will be seen as a gross understatement when the commissioners in the near future announce, AFTER THE PURCHASE, that the county has acquired LRK's #4723 & #6373 for the new court house site. Their announcement wrt the 1995 jail being torn down is also only a matter of time. Finally, everyone should also expect the new CH to also be financed with limited obligation bonds which once again, no one in Moore County will have the opportunity to vote on. At some point, you might think they would get the hint that a master plan for county facilities is long over due.

Bflat & ncsnafu1 => I have to agree with both insights and opinions. We have a case of the "greedy leading the blind" or a total lack of transparency. Sadly, the people of Moore County will eventually see the light of day, and by that time - will also see debt never imagined in Moore County politics. The most liberal in Washington cannot compare to TPo3. Silentbob aka JM one of TPo3, has now said publicly that he is a liberal Republican. Now we will all see how really liberal Caddell and Picerno really are with more and more spending.

Just wait until next year when the schools want more money to add to the 88.2 million we already owe. Big salaries equates to big debt....

What about the $397,000 paid Ware Bonsall for the architectural plans for the Gov Complex on the Grimm land? Opps. So these plans are thrown in the trash along with the tax payers hard earned money and now they might tear down the new jail we have just paid for?? This gives a whole new definition to wasteful spending. If there had been a "Master Plan" instead of three commissioners flying by the seat of their pants there would not be so many blunders.

Why isn't a course in town planning a requirement for county commissioners? Then again they are required to take ethics classes. I guess when they discussed conflict of interest two of them were napping. Poor Tim Lea and Cindy Morgan will just have to see what the Power of Three have up their sleeve this time. You can bet it is going to be expensive. It must be hard for fiscal conservatives like Morgan and Lea to sit by and have to put up with such reckless spending.

Btw, did anyone see Craig Kennedy at the Public Hearing? I hear he was not there because he was getting groomed at the Three Amigos School of Shady Politics. Hope Kennedy wakes up when Melton gets beat in November.
