The Moore County Board of Commissioners will hold a special meeting Thursday morning to consider a resolution pertaining to funding for the third phase of the East Moore Water District.

The board continued the item from the Sept. 7 meeting agenda, pending clarification of a legal issue.

Allen Hart, representing the Rural Develop-ment agency of the U.S. Department of Agriculture (USDA), has advised the county that the federal agency has run out of funds for the current fiscal year, but funding will be available in the new fiscal year, beginning Oct. 1.

The county has received a $25,100 invoice from Hobbs, Upchurch & Associates for engineering and inspection services with two more invoices for the same amount due within 60 days.

Total cost is estimated at $441,000, contingent upon a letter of conditions from USDA. Once the USDA funds are received, the county will be reimbursed from the water district account.

After the East Moore legal issue is resolved, the commissioners will undergo state-mandated ethics training under the leadership of County Attorney Misty Randall Leland.

The meeting will begin at 9 a.m. in the board's regular meeting place in the historic courthouse in downtown Carthage.

DEMOCRATS - The Moore County Democratic Party will hold an executive committee meeting at 7 p.m. Monday, Sept. 20, at party headquarters, 104 North McNeill St., Carthage.

Campaign activities for the November election will be the main topic, according to party chairman Jim Heim, who says that all local Democrats are invited to attend.

COBLE - Lindsay Morris, a member of Congressman Howard Coble's staff, is in Moore County today to handle constituent inquiries.

The location is the new Southern Pines Police Department on West Pennsylvania Avenue, and the hours are 10 a.m. until 12 noon and 1 until 3 p.m.

Morris, who normally works in the 6th District office in Greensboro, is in the Southern Pines office on the first and third Wednesdays of each month. Sixth District residents may visit the local office during those hours to ask questions and confer about services.

SOCIAL SERVICES - The Board of Social Services is holding its regular meeting today (Wednesday) at 3 p.m. in the board room at the Carriage Oaks Facility in Carthage.

Chairwoman Catherine Graham will preside. The meeting is open to the public.
