WEB: Registered Sex Offender Faces Two New Charges

Moore County Sheriff's deputies charged a county man already facing child pornography charges Monday with two additional sexual exploitation charges.
Robert Henry Roybal Jr., 39, was charged with one count of indecent liberties with a child and one count of first degree statutory sex offense with a child.
The charges stem from a report that the Sheriff's office received Saturday. The incidents reportedly occurred in 1992 and 1993. At the time the victim was 10 years old.
Roybal is listed as a registered sex offender on the Sexual Offender Registry for the State of North Carolina.
In July, the Southern Pines man was charged with five counts of second degree sexual exploitation of a minor and five counts of third degree sexual exploitation of a minor based on the findings of a search of his residence, at 5044 Niagara/Carthage Road.
Roybal was placed back in the Moore County Detention Center under an additional $50,000 bond. His court date for the new charges is scheduled for Oct. 5.
During the July search, deputies found and seized numerous digital video discs, VHS tapes, a computer, photographs, 11 marijuana plants, 104 grams of marijuana, less than one gram of crack cocaine, items of drug paraphernalia and $71.
During the search, deputies viewed images on some of the video tapes of children, aged approximately 3 to 14 years old, engaging in sexual acts with adults. It was later revealed that none of the people filmed were local.
Roybal was also charged with possession with intent to manufacture, sell or deliver marijuana; felony possession of marijuana; felony possession of cocaine; manufacture marijuana; and possession of drug paraphernalia.
Pinehurst Police charged Roybal previously with one count of first degree sex offense with a child and one count of indecent liberties with a child on Oct. 9, 2000. Roybal pled guilty to the indecent liberties with a child count June 5, 2001.
