North Korea is still a major threat, and China (having lost Russia as an ally) has just begun to trade past terrorist regimes for economic opportunity. Terrorist governments are willing to sacrifice all their "warriors" to maintain power.

1. Build a "town" of manufactured homes for refugees of hot spots like Fallujah. Then wipe out the hot spot, rebuild, and return the refugees, repeating the process throughout.

2. Buy the entire Afghanistan opium crop, paying farmers directly. Manufacture morphine for humanitarian use. Seventy percent of the illegal heroin traffic will be gone without graft.

3. Install nuclear power plants on the Iraq-Iran border. Supply both with electric power. Iran dismantles and discontinues all nuclear supplies and plans -- now.

4. Eliminate Medicaid. Medicare should be extended to all below poverty level provided they file state and federal income tax returns, whether required or not under current rules. No free social services to anyone who is not a citizen or who does not file. Receive a card just like over 65 (but good for one year and renewable).

Partial premiums paid by those who increase from poverty level from year to year. Humanitarian emergency room care continues for serious health problems. More taxes and less expense solves illegal alien question.
