Elevated solutions to traffic problems have worked extremely well in many locations. Check out Keystone Ave in Indianapolis or Hiawatha Ave in Minneapolis for just a couple of great recent examples. In the case of Keystone Ave, they dropped the roadway, built crossovers, and use one way frontage roads for shopping/local traffic..... it's an incredible improvement and is extremely attractive to the eye.
