How can the capital police arrest Etheridge when there is no one pressing charges?

Did these "kids" press charges? Did the DC police press charges?
It is all over the national news and state news

Local papers usually report "local" news. I think I made my point.
Bob Etheridge doesn't represent the Moore County area. That is probably why it is not in the "LOCAL" paper.
So is it true that the SP police chief told the next door neighbor Bruces that he wanted them to close shop as it would not be a good image that the new police dept be next door to a beer bar?
