Don't bother. I hope this "boiler plate" report didn't cost the village anything. This is a typical ("insert' town name here" ) report that recommends the bleeding obvious.
Because the school board is trying to obtain an approval rating that is just above that of the current U.S. Congress. Why put in any effort when you can pay the NCSBA to do it for you.
We should buy some of those "boutique" candles that usually don't sell too well during a recession. Then we can line the streets with the candles to help clean up the foul smell of the asphalt. That way everyone wins.
