I've only lived here seven years, but I knew about the Foundation within the first month here because as my new home, I researched the area. I've only been to the Foundation once, last month to help clear trails. I have never taken my horse there (because as a poor equestrian, I cannot afford a horse trailer, yet, still saving, like many other horse owners I know), and I don't go there because I like taking my dog to the park. Talking to the people, the volunteers, who help up keep the place, it is open to anyone, as long as you follow the rules (no dogs, no motorized vehicles, etc.). I was told it's becoming a popular place for bird watching. Yes, it is primarily used by equestrians. Just like Martin Park is primarily used by dogs. So, just like every other park in the area, anyone is welcome at the Foundation, as long as the rules are followed.
