This Girl got killed not on the road or on Places she should not have been.
She got KILLED at the only place in this world where any kid should feel and be safe from any Harm or Danger.

Your way of thinking got our Law System where it is right now where punishment is a slap on the Hand and the advice to find God. How many People got killed or burned in the Name of God - if you done counting think again.
Dale, you as a private Person can go to you local magistrate and get a arrest warrant for the owner. You have to bring prove and plead your case and I don't see any reason why the owner should not get picked up under charges of Cruelty to Animals - ncgs 14-360 fail to provide food and water!
If you are a convicted Sex Offender you should have a Sign in your yard
and an Sticker on your car which states: "I'm a Sex Offender".
On the day of your conviction I don't care anymore about your civil Rights.
If you pay a lawyer #11.000 and still end up been found guilty in a court of Law, guess what YOU ARE GUILTY!

To become a Citizen runs roughly $5000,00 at time frame
of 5 years. First requirement was to be legal in this country from the first
step I set on american soil. 2. Have your Papers in order. 3. Work hard and earn these $ 5000,00 4. obey the Law 5. and most in-portent learning English from the first day.
The american dream is still possible for anyone!!!
Having a small mark on my ID what shows I'm legal would not hurt my feelings at all.

I seen the impact of public punishment with my own eyes,(1985 -1990 Egypt)
and it worked well. There was public beatings, hands cut off, branding and hanging. In 5 years I never seen someone coming back for refill!
Talking to native people, the fear was more of the Public embarrassment than the punishment it self. Children was taken out of school and had to watch this too. I don't say it is a perfect Justice system but it was cheap for the citizen - and Lawyers still made some money.
