OK, fairly easy - Over the ages, non-Religious people have killed many as well as individuals not recognizing any government or individuals not liking the government. Though I don't have any numbers, I'll bet they are pretty equal.

Pack - "Sadly both government and religion are responsible for the murders of millions throughout our existence on Earth, and will continue with our faith in them" Sadly, the same can be said about lack of governemt and lack of religion. I believe the individuals were responsible for most those murders.
